Replace the Outer IP filter with the QinQ filter. QinQ allows multiple VLAN tags to be inserted into a single Ethernet frame. A QinQ frame is a frame that has two VLAN 802.1Q headers. 802.1Q tunneling (QinQ) is a technique often used by Metro Ethernet providers as a layer 2 VPN for customers.
