net/sfc/base: provide proxy APIs to client drivers

Implement the APIs for PROXY_CMD, PROXY_COMPLETE and PRIVILEGE_MASK
messages to allow client drivers authorize VF operations like set MAC,
set MTU etc. with firmware.
