net/sfc/base: import MCDI definition

The header defines data interface between host CPU and NIC
management CPU.

The header is automatically generated from firmware sources.

MCDI is used on NIC control path (configuration,
event/transmit/receive queues setup and teardown etc), but
not used on data path.
