net/ice/base: support eCPRI over MAC type 0 flow

This patch adds extracting field for flow type eCPRI over mac message
type 0 and field PC_ID which is used for FDIR/RSS packet steering.

This patch also removes redundant hdr bitmask ops for PPPOE hdr.
