event/dlb2: add eventdev start

Add support for the eventdev start entry point.
We delay initializing some resources until
eventdev start, since the number of linked queues can be
used to determine if we are dealing with a ldb or dir resource.
If this is a device restart, then the previous configuration
will be reapplied.
