trace: add interrupt tracepoints

Add the following interrupt related tracepoints.

- rte_eal_trace_intr_callback_register()
- rte_eal_trace_intr_callback_unregister()
- rte_eal_trace_intr_enable()
- rte_eal_trace_intr_disable()
