net/mlx5: add new operations for isolated mode

Isolated works exclusively with the generic flow API, this patch adds a
new set of operations valid in this mode.

 - promiscuous*()
 - allmulticast*()
 - reta*()
 - rss*()

are not supported in this mode as it is fully supported by generic flow
API.
