net/bnxt: query PHY configuration

net/bnxt: query PHY configuration

Add HWRM calls to query the port's PHY and link configuration.

New HWRM call:
bnxt_hwrm_port_phy_qcfg
	This command queries the PHY configuration for the port

Also adding helper function like bnxt_get_hwrm_link_config()
and bnxt_parse_hw_link_speed() parse the link state.
