vhost: add build option for vhost-user

Turn on CONFIG_RTE_LIBRTE_VHOST to enable vhost.
vhost-user is turned on by default. Turn off CONFIG_RTE_LIBRTE_VHOST_USER to
enable vhost-cuse implementation.
