net/ixgbe/base: add constants for GENEVE UDP port

X550em_a adds GENEVE support by using the upper 16 bits of VXLANCTRL
to store the UDP port (VXLANCTRL.GENEVE_UDP_PORT).

This patch adds definitions that can be used to manipulate the ports
depending on which protocol is being configured.
