ixgbe: forbid building vpmd without Rx bulk alloc

CONFIG_RTE_LIBRTE_IXGBE_RX_ALLOW_BULK_ALLOC is a prerequisite
of CONFIG_RTE_IXGBE_INC_VECTOR.
