net/mlx5: rename constant conflicting with Windows

Enumerated variable REG_NONE (defined in mlx5_prm.h) is in conflict with
Windows definition (winnt.h): #define REG_NONE ( 0ul ) // No value type
To enable mlx5 PMD Windows compilation - rename REG_NONE as REG_NON.
