ring: clean up driver

Rename nb_rx/tx_queues fields in internals struct to max_rx/tx_queues
Updated fields required to keep max queue numbers configured. For current
queue number requirements data->nb_rx/tx_queues fields used.

Some checkpatch corrections and code clenaup.
