i40e/base: support nvmupdate by default

'nvmupdate' is intended to support the userland NVMUpdate tool for
Fortville eeprom. These code changes is to remove the conditional
compile macro, and support those by default. In addition, renaming
all 'errno' to avoid any compile warning or error.
