common/sfc_efx/base: implement Rx control path for Riverhead

Reuse EF10 RSS-related functions since current version of the RSS
interface is compatible with EF10.

Implement own functions to create and destroy Rx queues which reuse
MCDI wrappers which are shared with EF10.
