common/sfc_efx/base: add user mark RxQ flag

Add a flag to request support for user mark field on an RxQ.
The field is required to retrieve generation count value from
counter RxQ.

Implement it only for Riverhead and EF10 ESSB since they support
the field in the Rx prefix.
