net/bnxt: match flow API items with flow template patterns

net/bnxt: match flow API items with flow template patterns

This patch does the following
1. Takes hdr_bitmap generated from the rte_flow_items
2. Iterates through the static hdr_bitmap list
3. Returns success if a match is found, otherwise an error
