app/testpmd: add GTPU to RSS hash commands

Add testpmd cmdline support for GTPU, it could be used to configure
gtpu teid hash. The commands as below:

testpmd> flow create 0 ingress pattern eth / ipv4 / udp / gtpu / \
ipv4 / end actions rss types gtpu end  key_len 0 queues end / end
