+OCTEON TX2 SSO Eventdev Driver

+The OCTEON TX2 SSO PMD (**librte_pmd_octeontx2_event**) provides poll mode
+eventdev driver support for the inbuilt event device found in the **Marvell OCTEON TX2**
+SoC family.
