This patch enables building the ixgbe driver for Windows.
It also enables its dependencies on security and cryptodev.
I tested on AWS using ixgbe VF device, using dpdk-testpmd.

+ to setup the basic DPDK environment.

+- Identify the Intel\ |reg| Ethernet adapter and get the latest NVM/FW version.

+- To access any Intel\ |reg| Ethernet hardware,
+ load the NetUIO driver in place of existing built-in (inbox) driver.
