1. Add set/get/free/alloc for WC TCAM
2. Rework the key size in slice management.
3. Add 3 FKB WC keys for WC TCAM set cli cmd
4. Add transform key function for WC TCAM FKB key
5. Add checking for key buffer length for get_tcam
