doc: improve firmware configuration in mlx5 guide

The command mlxconfig was not enough explained and too much verbose
at the same time.
The syntax is now explained in introduction before listing the options,
without repeating the commands.
Some options, which are explained elsewhere in the doc,
are added to this list.
