net/bnxt: support creating SMAC and inner DMAC filters

We are currently creating only outer DMAC filters.
Create SMAC and inner DMAC filters using HWRM_CFA_L2_FILTER_ALLOC.
For this the HWRM_CFA_L2_FILTER_ALLOC has already been updated.
