net/bnxt: fix an issue with broadcast traffic

In bnxt_hwrm_cfa_l2_set_rx_mask, we are ignoring the previous
setting of HWRM_CFA_L2_SET_RX_MASK_INPUT_MASK_BCAST and
setting it again, thereby wrongly enabling Broadcast.
