net/bnxt: fix RxQ count if ntuple filtering is disabled

If ntuple filtering is disabled, FW will return max_vnics=1.
Due to this only single Rxq is created.
Change to max_rx_rings = RTE_MIN(bp->max_rx_rings, bp->max_stat_ctx) to
fix it.
