- Make ecore_dcbx_set_local_params(), ecore_cm_init_pf()  as static
- Remove src_proto()
- remove reference to PROTOCOLID_TOE when determining whether a a protocol
  requires SRC ILT memory
- Add auxiliary variables in various places
- All other changes are simple semantic corrections
