net/ixgbe/base: support MAC X550em/X557 LED on/off

This patch updates ixgbe_led_[on|off]_t_X550em for MAC or PHY connected
LEDs. To support both MAC or PHY connected LEDs, both MAC and PHY led
control registers are configured.
